DBM Adopts Blockchain for Government Budget Process, Pioneering Transparency and Accountability in the Philippines

Esports PH | MANILA, Philippines – The Department of Budget and Management (DBM) has officially adopted blockchain technology to modernize the government’s budgeting process, marking a historic step toward transparent, tamper-proof, and accountable public financial management.

“Blockchain is more than a buzzword—it’s a governance tool. By leveraging this technology, we can ensure that every peso is accounted for, every transaction is transparent, and every citizen can trust how public funds are managed,” said DBM Undersecretary Goddes Hope “Sasa” Libiran.

Blockchain for Budget Transparency

For decades, public finance systems in the Philippines have faced challenges such as inefficiencies, audit delays, and concerns over corruption. Blockchain technology addresses these issues by making government transactions visible, verifiable, and immutable in near real time, ensuring data integrity through cryptographic consensus and reducing bureaucratic bottlenecks.

This move makes the Philippines one of the first countries in Asia to implement blockchain at such a scale in public governance—positioning the nation as a regional leader in digital trust and innovation.

Launch of Blockchain-Backed Budget Portal

This quarter, the DBM launched a production portal that records Special Allotment Release Orders (SAROs) and Notices of Cash Allocation (NCAs) as verifiable on-chain entries. Accessible at blockchain.dbm.gov.ph, the platform is widely considered the country’s first blockchain-powered budget transparency system, developed in partnership with BayaniChain and ExakIT Services.

“Our mission is to equip government and businesses with the tools to keep their systems secure and reliable. By using blockchain technology combined with advanced AI, we not only help the DBM strengthen transparency and the security of public finance, but also show how technologies can safeguard critical processes and deliver lasting value to stakeholders,” said Paul Soliman, CEO of BayaniChain.

The system integrates with DBM’s Action Document Releasing System (ADRS), securing budget documents on BayaniChain’s Lumen Blockchain-as-a-Service, co-developed with ExakIT. Using the Prismo Protocol, the platform balances openness with data privacy. Once approved, SAROs and NCAs are immutably recorded on the Polygon blockchain as NFTs, preventing tampering, fraud, or deepfake replication.

Citizens and agencies can validate documents from 2024 onward by scanning a QR code on official SAROs and NCAs, or by conducting manual searches using fields such as document type, department, and operating unit.

Beyond SAROs and NCAs: A Full Blockchain-Enabled Ecosystem

The DBM envisions expanding blockchain beyond SAROs and NCAs to cover the entire budget lifecycle—from planning and allocation to disbursement and audit. Future plans include:

  • AI-assisted analytics to detect anomalies and forecast fiscal needs.
  • Citizen-facing dashboards that make budget data easier to understand.
  • Blockchain integration in procurement and monitoring for real-time oversight.

A Model for Digital Governance in Asia

With this landmark initiative, the Philippines demonstrates that blockchain and AI can strengthen democratic governance, creating a trustless, transparent, and citizen-first public finance system. The DBM’s adoption of blockchain may inspire other Asian governments to follow suit, setting new standards for digital governance aligned with global best practices.
